Power Engineering Manager
Thomas is the Manager of Civil Structural Engineering for the Power System at Los Angeles Department of Water and Power. From 2013 through 2018, he managed LADWP's development, construction, and commissioning of large utility-scale grid-connected solar renewable electric generation, including the electrical transmission, collection/distribution infrastructure and energy storage projects necessary to deliver renewable energy to the City of Los Angeles. Thomas is licensed as a Professional Engineer in California and Washington, and as a Structural Engineer in California. Thomas has broad experience in electric utility structures and systems, utility-scale solar power and energy storage systems, network systems engineering, and information technology. Thomas also has structural engineering experience in commercial, industrial, and residential construction. Thomas has worked with industry and local government to help develop renewable energy policies, regulations, technologies, and implementation. Thomas has over three decades of professional experience which includes as a design engineer, project manager, construction site manager, renewable energy program manager, solar power specialist, enterprise information technology engineer, and in engineering management.
