Part A: ICS & Equity: Using a standardized tool to find and fix racial inequities in NYC’s public health emergency response system
In 2018, the NYC Department of Health and Mental Hygiene used the Government Alliance on Race and Equity (GARE) toolkit to begin transforming its Incident Command System into an anti-racist structure. Participants in this session will learn the process NYC Health used to interrogate its ICS activations, distill and discuss its findings, and walk through strategies to address identified inequities.
Part B: Equity in Response: Inclusion of an Equity Officer in your ICS Structure
Public Health – Seattle & King County implemented the role of an Equity Officer within their Incident Command System during two emergency activations in 2019. This role served a necessary and critical function, ensuring equity considerations were made at every level of decision-making throughout the planning cycle and the overall response.
