Track 4: Enhancing Public Health, Healthcare, and Emergency Management Systems
Pima County has the largest southern border in the U.S., and has seen an increase in the number of people travelling and processed through the area in the last two years. With the large spike in 2019, 15,000+ people since January, the possibility of hostile action has also increased. Over the last few years there have been instances of individuals and groups targeting legal asylum seekers both en route to the shelters and inside the shelter. With the increase mass casualty events occurring with people targeting minorities, Pima County has been proactive in addressing plans and potential threats, and has prepared local shelters using a comprehensive threat assessment to identify weaknesses and responses to external threats. This model can be shared with other jurisdictions that are interested.
