Dr. Plough joined RWJF in 2014 as Vice-President for Research and Evaluation and Chief Science Officer following four years as director of emergency preparedness and response for the Los Angeles County Department of Public Health. In LA County, he was responsible for leadership and management of public health preparedness activities protecting 10 million residents from natural disasters and threats related to disease outbreaks and other public health emergencies. He coordinated activities in emergency operations, infections disease control, risk communication, planning, and community engagement. Previously, he served ten years as director and health officer for the Seattle and King County Department of Public Health and eight years as director of public health in Boston. RWJF funds production of the National Health Security Preparedness Index.
