Mrs. Cicely Waters is Director, Incident Communications within the Office of Public Affairs for the U.S. Department of Homeland Security (DHS). In this role, she manages communications during incidents requiring a coordinated federal response. She oversees the establishment and execution of the National Joint Information Center and leads information coordination with the White House as well as federal, state, local and international partners to ensure information provided to the public during national emergencies is timely and accurate. Additionally, she assists the Assistant Secretary for Public Affairs in his role as the Director of Emergency Support Function #15 (External Affairs).
Mrs. Waters has served in federal service for more than 20 years and is a decorated veteran of the U.S. Air Force. As an Air Force officer, she held numerous positions of leadership and responsibility. Mrs. Waters served as lead engineer and deputy program manager for the Joint Chemical Agent Detector program, supporting the successful schedule and $30 million budget of the initiative. She was also assigned to the United States Air Force Academy (USAFA) where she served as Assistant Professor of Chemistry and Aide-de-Camp to the Dean of the Faculty. Upon departure from USAFA, Mrs. Waters was hand-picked to serve as Chief, Air Force Congressional Liaison Branch at the Pentagon where she led the professionals responsible for direct coordination with Congress and staff on behalf of the Secretary of the Air Force.
Prior to joining DHS in 2016, Mrs. Waters served as Chief, Strategic Communications Directorate for the Department of Defense’s Joint Program Executive Office for Chemical and Biological Defense.
Mrs. Waters is an alumnus of Grambling State University (B.S.-Chemistry) and Tulane University (M.S.-Organic Chemistry). She lives in Bowie, Md. with her husband, Army National Guard Lt. Col. Louis Waters, Jr.
