Director of Marketing & Digital Strategy
Serving in his position since early 2015, Phillip Higgins is the Director of Marketing & Digital Strategy for Richland Library in Columbia, SC. There, Phillip leads an in-house agency in the creation of cross-channel marketing campaigns, branding strategies, advertising tactics, internal communications and agile web development. As a board member of the American Advertising Foundation and other industry-leading organizations, Phillip enjoys sharing his more than 20 years of experience by teaching and advising others.
