Jay Borkland, PG. is the Network Treasurer. An early adopter to the US Offshore Wind (OSW) marketplace, Jay is a Renewable Energy, Geoengineering, and Port & Marine Infrastructure expert with over 35 years in the marketplace. He operates as Sr. Engineering Manager in the Low Carbon Sector at Lloyd’s Register Energy Americas, and is a Research Fellow and Professor at Tufts University, conducting research and teaching courses in Offshore Wind and Sustainability. He has been a Project Director and Technical Expert for dozens of Offshore Wind assignments in the U.S. and for 100’s large scale infrastructure and environmental projects for private and public clients globally. In offshore wind he has designed and implemented offshore site characterization activities, provided strategic analysis of developer and supply chain market penetration, and worked with stakeholders on infrastructure development for offshore wind. He was the author on the OSW Port analysis studies for a number of states on the east coast of the US and was lead of the design team for the first-in-the-nation purpose-built offshore wind marshalling port in New Bedford, MA. He has acted as liaison within the US and European supply chain to the OSW industry, and was one of the chief authors of the OSW Ports & Infrastructure Assessment for MA. He has actively engaged in detailed on-the-ground research of the European OSW industry infrastructure developed in Germany, Denmark, and the U.K. and translated that experience to the developing US marketplace.
