Quality Trust for Individuals with Disabilities
Morgan Whitlatch is Legal Director at Quality Trust for Individuals with Disabilities, a DC-based advocacy organization that has advanced the interests of people with developmental disabilities since 2001. Morgan has devoted her legal career to working with people with disabilities in matters involving guardianship and alternatives, community integration, and public benefits. She has extensive experience in implementing systemic policy, practice, and training initiatives, including those of the National Resource Center for Supported Decision-Making (SDM) and the Jenny Hatch Justice Project (JHJP). Notably, Morgan co-represented the JHJP namesake in having her guardianship ended in favor of SDM. Morgan served as Project Director under cooperative agreements with the National Council on Disability that resulted in groundbreaking reports on guardianship and alternatives. She was recognized by Georgetown University Amnesty International as making outstanding contributions as a human rights practitioner. Before joining QT in 2009, Morgan was an attorney at RI Disability Law Center.
