Health in All Policies Manager, Monterey County Health Department

Carmen has been in the public service field for over 18 years working in various aspects of community health. The last four years she has worked for the Monterey County Health Department, building programs and bringing in innovative ideas to help address the county's current health inequities as the Health in All Policies Manager. There she works to build effective, collaborative relationships with both private and public entities to address issues of housing, homelessness, health and racial inequity among others. She previously served as the Manager for Building Healthy Communities, a statewide initiative of The California Endowment, where she collaborated with numerous community organizations and grassroots groups to advance health and equity for the community. There she implemented numerous successful community-driven projects and continues to assist in the building of bridges to effectively engage the public in policy and decision-making opportunities. She grew up in Salinas, California. and holds a BA in Social Work from San Jose State University and a Master’s degree in Public Administration/Health Services Administration from the University of San Francisco. In 2014, she was elected to join the Board of Directors for Salinas Valley Memorial Hospital, which she served for 4 years.
