In 2015, Trapac LLC (Trapac), initiated a project to expand and modernize Berths 25-26 at the Port of Oakland(POAK). Berth’s 25-26 had been occupied by several tenants over the years, prior to implementation of the current storm water regulations. Portions of the leased property were subject to a deed restriction from the California Department of Toxic Substances Control (DTSC). Also in 2015, the Port of Oakland developed new post-construction storm water management standards to comply with the United States Environmental Protection Agency’s National Pollutant Discharge Elimination System (NPDES), imposed on the California State Water Resources Control Board, who approves implementation plans by local agencies. Trapac’s development required compliance with the Port of Oakland’s new post construction stormwater management standards.
This paper describes the following:
1. The project stormdrain system was designed to utilize the existing system to the maximum extent feasible, while avoiding deed-restricted zone;
2. The chosen combination of post-construction stormwater management best management practices (BMP’s) that met operational and regulatory needs;
3. How the selected post construction storm water management BMP’s were constructed in an active terminal.
