The neighboring ports of Los Angeles and Long Beach function as the largest single intermodal origin & destination in North America, a disparate amalgamation of eleven on-dock rail equipped marine terminals, and four near-dock intermodal terminals. This paper discusses whether rail as a mode is the focus of Long Beach’s long term capital program due to convenience or due to necessity or both. This paper describes the Port’s decision making process on the project broadly, the investment decision to proceed with the rail support facility project, headwinds that challenge its success and its bold strategy to proceed with a complex project at risk.
