Master of Science in Engineering from State University of New York at Buffalo in the United States in 1994. His specialty was the area of design and behavior of earthquake-resistant structures.
Ph.D. in Philosophy from the Lehigh University of the United States in 2003. His specialty was in the area of analysis, design and evaluation of steel seismic-resistant structures. His doctoral thesis won the 2003 Bronze Award conferred by the "James F. Lincoln Arc Welding Foundation" for the best research work of the year.
Diploma in Welding Inspection at ESPOL in 2009.

Dr. Rojas has worked as an Engineer in Structures in major consulting companies in the country and has participated in the structural design and inspection of major works such as: Bridges, Piers, and Buildings.
Member of the STESSA International Scientific Committee (Behavior of Steel Structures in Seismic Areas) 2009, 2012, 2015, 2018.
Member of ACI Committee 133: Disaster Reconnaissance.
