Mr. Oscar Soto Reyes, Panamanian civil engineer graduated from the Technological University of Panama, and holding an MSc Degree in Management of Logistics and Transportation from Chalmers University of Technology, in Gothenburg, Sweden. Mr. Soto Reyes has more recently obtained his second MSc Degree, in Coastal Engineering and Port Development, from UNESCO-IHE (now IHE Delft), in Delft, The Netherlands.
With over 20 years of experience in both the governmental and private sectors, as well as in the fields of inspection, consultancy and management of construction contracts; most recent experience includes EPC turnkey, FIDIC Design & Build and, Design-Bid-Build heavy construction projects worth over 2-billion USD in contracts.
Mr. Soto Reyes has been working for the Panama Canal since year 2009, and latest roles and responsibilities include but are not limited to: Resident Civil Engineer, Quality Assurance Engineer and Site Coordinator for the construction of the 'Third Set of Locks of the Panama Canal', and later as Civil / Quality Assurance / Risks & Claims Engineer Supervisor for the construction of the 'Third Bridge over the Panama Canal'.
