Commissions-Based International Student Recruitment Agents: Is There a Better Way?

More colleges and universities are contracting with commissions-based student recruitment agents than ever before. This development is great news for agents, and mostly good news for their partner schools. But for students being advised by agents the experience encompasses the good, the bad, and the ugly. Can we do better?

Eddie West is the Executive Director of International Programs at UC Berkeley Extension. From 2013 to Fall 2016 he served as Director of International Initiatives at the National Association for College Admission Counseling (NACAC). Prior to this he served as Dean of Counseling and International Programs at Ohlone College, a community college in Fremont, California, and Director of International Student Services and Recruitment for the Tseng College of Graduate, International and Midcareer Education at California State University, Northridge. West has published on the topic of international student recruitment agencies, in the AACRAO International Guide, and co-authored NACAC publications for international students and international education professionals, respectively.

Mark A. Ashwill, PhD

Capstone Vietnam, Vietnam

Mark Ashwill is managing director of Capstone Vietnam, a full-service educational consulting company with offices in Hanoi and Ho Chi Minh City (HCMC). From 2005-2009, he served as country director of the Institute of International Education-Viet Nam. He has written and presented extensively on issues related to Vietnam, U.S.-Vietnam relations, Vietnamese studying overseas, accreditation, international student access and equity, international student recruitment, commissions-based recruitment, the development of intercultural competence, and Vietnam market conditions. His most recent book, Vietnam Today: A Guide to a Nation at a Crossroads was published in 2005. In 2003, Ashwill became the first US citizen to be awarded a Fulbright Senior Specialists Grant to Vietnam. He is an adviser to VietAbroader, a student-run Vietnamese nonprofit whose mission is to empower Vietnamese youth to contribute to Vietnam's sustainable development, a member of the Advisory Board of Teachers for Vietnam, a U.S.-based non-profit organization, and the only foreign member of the Science and Training Council of the University of Education, Viet Nam National University, Hanoi. As the Director of the International Programs at California State University Channel Islands, Mayumi oversees the international recruitment, admissions, student services, exchange and study abroad. As a former international student, Mayumi is passionate in welcoming international students and promoting education abroad to internationalize the campus. Previously, Mayumi worked as the Director of the Intensive English Program at California State University, Northridge. She graduated from California State University, Northridge in Educational Leadership and Policy Studies in Master's in Education.
