Irene Stith-Coleman is currently Director of the Division of Policy and Assurances (DPA) in the Office for Human Research Protections, Office of the Assistant Secretary for Health, Department of Health and Human Services (HHS). As Director of the Division of Policy & Assurances in OHRP, among other things, she directs and participates in the: development of policy & guidance documents regarding regulatory requirements and ethical issues for biomedical and behavioral research involving human subjects; coordinates appropriate HHS regulations, policies and procedures with other Federal Departments and Agencies; coordination of responses to requests for information, technical assistance & guidance from Congress, other HHS agencies, other Federal Departments, and non-governmental entities.
Before coming to HHS in July 1999 to work as Senior Public Health Advisor to the then Assistant Secretary for Health & U.S. Surgeon General, Dr. David Satcher, Irene spent more than 15 years at the Congressional Research Service of the Library of Congress, as Analyst and Specialist in, and Head of, the Biomedical Policy (BP) Section in CRS’ Science Policy Research Division.
Irene received her Ph.D. in Biochemistry in 1980 from Meharry Medical College in Nashville, TN and did 3 years of post-doctoral training at NIH in the National Heart, Lung, and Blood Institute.
