Dr. Julie H. Seibert, a Senior Research Public Health at RTI International, has over 20 years of experience in behavioral health care, including research, policy development, program management, and direct consumer care. She is a researcher with direct involvement in all phases of research design, data collection, and data analysis. While at RTI, she has led qualitative and quantitative behavioral health research projects, including an evaluation of therapeutic foster care services and an evaluation of Rhode Island’s ability to implement State Innovation Models (SIM), of which Rhode Island’s focus is increasing access to and quality of behavioral health services through the implementation of specialized health information technology and workforce enhancements. Dr. Seibert also has extensive experience with quality management and quality improvement in behavioral health, post- acute care and home and community-based services, including managing statewide quality strategies, developing and testing performance measures, and developing monitoring tools and data collection processes. She is currently working on Shatterproof’s Provider Rating System, an addiction treatment provider report card. Dr. Seibert also has extensive experience with providing technical assistance to states and providers regarding provision of mental health and substance use services. While working for the state of North Carolina, she provided technical assistance for local area mental health program business and strategic planning processes in preparation for legislatively mandated mental health system reform. More recently, she has provided technical assistance and support to states to conduct parity analysis as required by the Mental Health Parity and Addiction Equity Act.
