Loraine Swanson Lucinski is an early childhood expert who works to transform systems to better promote children’s health, development and well-being. Lucinski has extensive experience in designing, implementing and evaluating child wellness programs and systems change initiatives at both the local and state levels.
As Project Director for the Home Visiting Technical Assistance Center (HV-ImpACT), Lucinski works to support state and territory Federal Home Visiting Program grantees as they provide services that ensure at-risk pregnant mothers and families have the resources they need to raise healthy children.
Lucinski is the former Deputy Director for Child Health for the Division of Family Health and Wellness in the Tennessee Department of Health. She represented the Tennessee Department of Health on the Governor’s Children’s Cabinet and related committees including the Neonatal Abstinence Syndrome Sub-Committee and Multi-Agency Collaborative Committee, and was appointed to serve on a number of high-level interdepartmental advisory committees, including the Children’s Mental Health Council and the Three Branches Initiative. In 2017, Lucinski was named the Jim Pryor Child Advocate of the Year by the Tennessee Commission on Children and Youth for her work in raising awareness about the lifelong impacts of adversity in childhood.
