Margaret Carter is an Urban Health Policy Fellow working within the Health Commissioner's Office of the Philadelphia Department of Public Health (PDPH). Her present work focuses on Philadelphia's response to the opioid epidemic. She is involved in a number of special projects related to improving surveillance of opioid-related fatal overdoses and creating educational materials on the opioid crisis for City of Philadelphia staff and residents. Earlier in her fellowship, she worked on organizing and evaluating LGBTQ and racial health equity initiatives within the PDPH AIDS Activities Coordinating Office. Prior to joining PDPH, she graduated from American University in Washington, D.C. with a Bachelor of Arts in Public Health and Psychology.
