Sarah Koeller is a Public Health Emergency Preparedness Planner focusing on medical countermeasures (MCM) planning at the Chester County Health Department in Pennsylvania. Her current work includes planning for the Philadelphia-Camden-Wilmingtown Metropolitan Statistical Area exercise, program strategic planning, and developing an MCM partner engagement toolkit. Her previous work in Central Illinois focused on developing operational response strategies to assist those with disabilities and access and functional needs, including conducting a Community Assessment for Preparedness and Emergency Response (CASPER) to assess the needs and preparedness levels of the community. Since then, she has continued to incorporate access and functional needs concepts into developing a response communications toolkit and into all MCM planning. She received her Master of Public Health degree with a concentration in Epidemiology from Benedictine University.
