Lutabingwa is Associate Vice Chancellor for International Education and Development and Professor of Public Administration at Appalachian State University (Appalachian). He has more than 30 years of experience in international education and international development. While at Appalachian, under his leadership, the numbers of Appalachian students studying abroad have increased tremendously. In his professional career, Dr. Lutabingwa has developed and managed many international education and international development projects involving faculty, staff, and students in various countries including: Albania, Brazil, Mexico, Bolivia, Taiwan, South Africa, Cambodia, Tanzania, Taiwan, Egypt, India, Pakistan, Angola, Namibia, Botswana, Nigeria, Romania, Russia, Ukraine, Kyrgyzstan, Armenia, Bulgaria, Hungary, Poland, Slovakia, Belarus, Zimbabwe, Vietnam, and the USA. He has conducted research on local government and traditional leadership in South Africa; decentralization of local government in Albania and South Africa; and African NGOs and policy advocacy. He has traveled extensively around the world. Dr. Lutabingwa has served in various leadership positions within NAFSA, currently serving on the Board of Directors as member-at-large for a second three-year term. He previously served as a team member of the International Education Leadership Knowledge Community (IEL KC); and through that, he was privileged to serve on the NAFSA’s 2013 Annual Conference Committee as an IEL KC Content Team Coordinator and member of the Region VII Leadership Team.
