Community Support Services Manager

David Bowser is the Community Support Services Manager at the City of Detroit Health Department. He works to re-build a sustainable, scalable and comprehensive strategy for an integrated Health and Human Services delivery system in Detroit, after the City’s previous human services department was dissolved in 2013. Beginning this development work in 2017, Community Support Services is now comprised of the Detroit Municipal ID program and two Emergency Solutions Grant-funded outreach initiatives: The Precariously Housed Outreach Program for individuals residing in foreclosed housing, and the Code Blue Program providing case management and relocation for tenants of utility-compromised multiunit rental properties. Recognizing the demonstrated ties between housing and health outcomes through these initiatives, David directs their development, builds partnerships and informs additional efforts in the City of Detroit to address social determinants to promote housing equity. David received a Master’s in Public Health Policy and Administration from Creighton University’s School of Medicine, and a bachelor’s in Medicine, Health and Society from Vanderbilt University.
