Ms. Noreen Nickola-Williams is a proud public health professional with Florida Department of Health in St. Johns County since 2007. Under the visionary leadership of Dr. Dawn Allicock, Florida Department of Health in St. Johns County (DOH-SJC) is a two-time recipient of Florida Governor’s Sterling Award for Performance Excellence (2009 and 2015) and the Florida Governor’s Sterling Sustained Performance Excellence Award (’11 and ’17). As member of the executive Senior Leadership Team and as the Director to DOH-SJC’s Office of Public Health Practice & Policy, Ms. Nickola-Williams provides leadership and direction to the agency’s Sterling/Baldrige-based Performance Management System, Organizational QA/QI, and Public Health Accreditation Efforts; Information Technology and Support; Public Health Preparedness Resiliency Planning and Response; Community Partnership and Community Health Improvement Planning; Workforce Development and Academic Linkages; and Customer Care “Every Person, Every Time”. Ms. Nickola-Williams is a graduate of the Florida International University located in Miami, FL. Prior to joining the Florida Department of Health, Ms. Nickola-Williams gained her professional experience in environmental regulatory compliance with DoD US Army Corps of Engineers and as an Environmental Scientist with a national engineering firm specializing in water resources, environmental services and industrial hygiene. Currently, Ms. Nickola-Williams serves as local Public Information Officer for DOH-St. Johns Health Department and county-level support for Emergency Support Function 8 for Public Health & Medical Response (ESF-8). Noreen has played a key role in the Community Health Improvement Planning process since 2008 and most recently led the effort resulting in the St. Johns County Health Leadership Council’s fifth iteration of the CHA/CHIP.
