Phase II MS4 operators in Texas must comply with the TPDES General Permit TXR040000. Minimum control measures within the permit dictate the responsibilities of the MS4, including education and communication with the public, as well as holding themselves and outside operators accountable for pollution prevention. Stormwater Management Plans (SWMP) outline the MS4’s goals and provide a framework for the ways in which the individual MS4 will reduce pollution to the “maximum extent practicable”.
The TXR040000 permit expires in December 2018 and the renewal process will require that MS4 operators resubmit active permits for continuation of current permit coverage. This permit renewal process is a great time for MS4s to look at their SMWP and make corrections and updates that will reflect lessons learned and set new goals that will further the MS4’s efforts in pollution prevention.
