Ross helps innovative healthcare and life sciences companies to advance their strategic business goals in a heavily regulated industry undergoing rapid change and disruption. His clients include health plans, PBMs, biopharmaceutical manufacturers, hospitals, pharmacies, and healthcare start-ups. Ross has a special expertise in helping his clients navigate complex issues related to the Medicare and Medicaid programs at both the State and Federal levels.
Ross’ practice emphasizes strategic counseling on regulatory and administrative processes and reimbursement matters. His expertise includes coverage and reimbursement issues before the Centers for Medicare & Medicaid Services (CMS); legal, regulatory and strategic advice to health care companies; and compliance advice and analysis related to State and Federal fraud and abuse laws. Prior to joining Foley Hoag in 2010, Ross served as a Research Associate at the George Washington University School of Public Health. He has also worked in a variety of public sector settings, including serving in the Office of the General Counsel at the U.S. Department of Health and Human Services (HHS), at the Health Resources & Services Administration (HRSA), and on Capitol Hill.
