Director, Division of Pharmacy
John M. Coster, PhD, RPh, is the Director, Division of Pharmacy at the Center for Medicaid and CHIP Services, U.S. Centers for Medicare and Medicaid Services (CMS). Prior to joining CMS, Dr. Coster was Senior Vice President of Government Affairs at the National Community Pharmacists Association; Vice President of Federal Affairs and Public Policy of Rite Aid Corp.; and Vice President, Policy and Programs, for the National Association of Chain Drug Stores.
He served as a staff member of the U.S. Senate Special Committee on Aging and was involved in the development of the Medicaid pharmaceutical rebate provisions of the Omnibus Budget Reconciliation Act (OBRA) of 1990 and the Veterans Health Care Act of 1992.
Dr. Coster also worked as a health analyst at the United States Congress Office of Technology Assessment and was a Policy Fellow at the Center on Drugs and Public Policy at the University of Maryland Graduate School in Baltimore.
He holds a bachelor’s degree from St. John's University College of Pharmacy and Allied Health Professions in New York, and received his master’s degree and Ph.D. in Health Policy from the University of Maryland Graduate School.
