This skills-building session will provide hands-on experience for state Title V program staff to take the next step in developing their Evidence-Based/Informed Strategy Measures (ESMs). This session comes at an opportune time in the block grant process. It builds on prior technical assistance that addressed measurement of ESMs within the Results-Based Accountability (RBA) framework. This session takes a step back to looks at developing new ESMs to have the greatest impact in advancing NPMs. Faculty from Strengthen the Evidence for MCH Programs will provide real-life examples drawn from the 2017/2019 block grant submissions and will guide participants through a process of creating a logic model that integrates strong ESMs. Presenters will also conduct an update of the evidence, review of the RBA framework, and “on-the-fly” evidence check-ins with current or proposed ESMs from state Title V agencies in attendance.
