Milaida Hernandez is the Evaluation Specialist for the PR-CSHCN Program for five years now. She is responsible for designing and implementing needs assessments, formative and process evaluations, and outcome measures monitoring; sharing findings with stakeholders and giving support during their decision making processes. She has a continuous growing experience in feasible, useful and relevant evaluations, and that are in harmony with MCH goals. She is also the Title V Block Grant writer for the CSHCN domain and has actively participated in family engagement efforts as well as CSHCN workforce development efforts after the Zika outbreak in PR.
Milaida holds a Dr.PH degree in health system analysis and management and a master’s in science degree with specialty in program evaluation and research from the Graduate School of Public Health, University of PR. For her doctoral dissertation she chose evaluation capacity building (ECB) as the topic of her study (2016), which had led her to sponsor and support evaluation capacity as an important tool to strengthen public health systems.
