This paper deals with the presence of Venezuelan refugees in the city of Porto Velho, capital of the state of Roraima, in the Brazilian Amazon. From long-term fieldwork, we analyze the change in reception management of the refugees. If this process was previously managed by civil society organizations (NGOs) with public funding, in 2018 the Brazilian armed forces took over the process. The federal government turned to the armed forces to administer shelters and manage the flow of Venezuelans. Our presentation aims to reflect on the complexity of this scenario in which different points of view on which the lives of thousands of people depend are entangled. We intend to discuss which policies circumscribe the new militarized practices, what legal criteria support this process that we can see as a kind of pedagogical test of military intervention in the management of migration and what are the implications of this process for migratory policies in Brazil. We have advanced the analysis of what we call "hybrid refugee camps" and also the analysis of the implication of these new securitization and refugee control policies as well as the ideological discourses of humanitarian aid that legitimize the process with the support of international institutions.
