Dr. David Caruth holds a Ph.D. in Adult Learning & Technology, and currently serves as Program Evaluator in the Palm Beach County Community Services Department, Ryan White Program. In that capacity, he recently served as the Project Director for the “Addressing HIV Care and Housing Coordination Through Data Integration to Improve Health Outcomes Along the HIV Care Continuum” grant. Dr. Caruth is a scholar/researcher having published numerous scholarly articles, and two books including: Breaking the Cycle of Poverty with Education and Faith; and 6 Keys of Spiritual Transformation. With over 25 years’ experience collecting, analyzing, and reporting statistical information, he has also served as the Director of Institutional Research, Assessment and Planning in Washington, DC; taught graduate-level Research Methods for Non-profit Organizations at Regis University in Denver, Colorado; and graduate-level Action Research at Lesley University in Cambridge, Massachusetts. He is also a professional trainer with experience as a consultant for N Street Village in Washington, DC that is dedicated to empowering homeless and low-income women to claim their highest quality of life, and for HIPS (Helping Individual Prostitutes Survive) that engages sex workers, sex trade and drug use victims to live healthy, self-determined, and self-sufficient lives free from stigma, violence, criminalization or oppression.
