Virginia (Ginny) Shubert co-founded and now acts as the Senior Advisor on Policy and Research for Housing Works. Ms. Shubert is a principal of Shubert Botein Policy Associates (SBPA) and has over 30 years’ experience as an attorney, advocate, service provider, consultant and community-based researcher working on poverty and health issues including homelessness and access to housing, HIV/AIDS, tuberculosis, and drug user health. A graduate of the Harvard Law School, she has been counsel in landmark lawsuits involving access to care and services, including federal and state class actions to establish the rights of New Yorkers with HIV to safe, medically appropriate housing and to reasonable accommodations necessary to ensure access to public entitlements. In 1988, Ms. Shubert founded the AIDS Project of the Coalition for the Homeless, and in the early 1990s she was a Co-Executive Director of Housing Works, where she established and headed its Advocacy and Public Policy Department. For the last twenty-five years Ms. Shubert has worked as a consultant on housing, health, and economic justice issues.
