Chapter 17 of the 2015 IBC is the most misunderstood chapter of the building code. Making the owner understand the contractor’s third party inspectors are not the special inspectors that perform their inspections in accordance with the requirements of the Registered Design Professional in Responsible Charge (RDPRC). The owner and even the cities and similar jurisdictions do not understand when or how the RDPRC is chosen and what the Code requires he/she do. Engineers and architects must together engage in an extended effort to inform jurisdictions, owners and contractors in the provisions of IBC Chapter 17.

Alexis A. Clark

Structural Field Engineer

Alexis Clark, E.I.T., is a Structural Field Engineer for Hilti North America in Fort Worth and West Texas. Alexis works with regional structural design engineers, inspectors and contractors as a fastening consultant on large commercial projects and as a business analyst and technical expert for her regional sales team. Alexis is fluent in German and aspires to influence the integrity of infrastructure across the world. She graduated from The University of Texas at Austin in 2014, where she served as ASCE Student Chapter President and received national recognition for achievement in leadership. In 2015, Alexis was awarded the Texas Section Professional Service to Student Award for her volunteer efforts to engage students in STEM across Texas. Now a resident of Fort Worth, she serves as YM Chair for the ASCE Texas Section, Secretary for the Fort Worth Branch and is an active member of the Structural Engineers Association of Texas.

Hollye Fisk

Fisk Alexander Law Firm

Hollye C. Fisk is a principal with the law firm of Fisk Alexander, P.C. who focuses his practice on the representation of architects and engineers in malpractice claims. Mr. Fisk is a licensed attorney and a registered architect in the State of Texas and a Fellow of the American Institute of Architects recognized for his efforts in educating architects and engineers regarding their sociolegal responsibilities and educating others about architects and engineers. He received his Bachelor of Architecture degree, with honors, from The University of Texas School of Architecture in 1970 and his Juris Doctorate degree from The University of Texas School of Law in 1972. In addition to various legal memberships addressing construction law, Mr. Fisk has remained active in the architectural arena serving as advisor to the Dallas Chapter of the American Institute of Architects and the Texas Society of Architects and is a former vice-president and co-chairman of the Governmental Affairs Committee of the Texas Society of Architects. Mr. Fisk is also a founding member of The Jefferson Society, Inc., a not-for-profit entity, in the home state of President Thomas Jefferson, Virginia, whose members are trained in law and architecture. He is an associate of the American Board of Trial Advocates and is board certified in construction law by the Texas Board of Legal Specialization. Mr. Fisk maintains an active trial practice throughout the State of Texas.

Jerry Kunkel

Jerald W Kunkel Consulting

Mr. Kunkel specializes in the design, inspection and investigation of commercial and residential structures. His design experience includes bridge design and inspection, steel and concrete design and inspection of commercial buildings and concrete and wood framing design and inspection of commercial and residential structures. He has been involved in the design of slab-on-grade foundations in the expansive clay soils of north central Texas and at various locations nationwide for the past 40 years. His construction litigation support experience extends to over 450 cases. Mr. Kunkel is a certified Texas Windstorm Engineer.

Selso Mata

Chief Building Official
City of Plano

With the City of Plano since 1995, Selso has been Plano’s Chief Building Official for the past twelve years. Prior work experience includes several years working construction, eight years in the field of architecture on various commercial projects, multi-family housing, and numerous schools. From 1999 through 2002, he served on the legacy codes ICBO Evaluation Service Committee. Mr. Mata served five years as an IAS Board of Director from 2010-2015. He was also the chair for the Construction Research Center at UTA, a past President of the North Texas Chapter of ICC and Past President of the Building Officials Association of Texas - BOAT. Selso is currently the Chair for the North Texas Council of Governments Building Advisory Committee. Mr. Mata holds a Bachelors of Architecture from Texas Tech University and a Certificate of Public Management from UT Dallas.
He is a Certified Building Official, a registered architect in the State of Texas and holds several ICC certifications.

Vice President of Engineering

Ben is the Vice President of Engineering with Huckabee, a 200 person Architecture and Structural Engineering firm that designs Learning Environments. He has 20 years of experience as a Structural Engineer with a BS in Civil Engineering from the University of Texas at Austin and a MS in Civil Engineering - Structures and Applied Mechanics from the University of Texas at Arlington. He is the Chair of the National Storm Shelter Association (NSSA) Design Practices Committee, the Chair of the Structural Engineers Association of Texas (SEAoT) Tornado Shelter Design Practices Task group, and the Chair of the national Disaster Investigation Program for The Masonry Society (TMS) visiting disasters such as the Moore, Oklahoma Tornadoes in 2013 and Hurricane Katrina in 2005.
