Confidential Reporting on Structural Safety (CROSS) – has been operated since 2005 by the UK Structural-Safety group to help engineers learn from the experiences of others to avoid structural failures. It is widely recognized as a source of valuable information for making improvements in structural safety and is sponsored by the primary UK professional bodies: the Institution of Structural Engineers and the Institution of Structural Engineers as well as the Health and Safety Executive which is a government department. The Institution of Structural Engineers shares common goals with SEI, and options for establishing CROSS-USA are being explored. Interest from other bodies for similar programs includes professional organizations in Australia, France and Germany. The aim is to set up an International arrangement whereby equivalent confidential reporting schemes in these countries would share reports and other material to learn lessons from each other. The anonymized information together with expert commentary would be freely available to benefit engineers in any country. Commentary will be from leading experts who provide their services voluntarily to help others. A key feature will be to identify pre-cursors which could help to prevent catastrophic failures in other circumstances. The paper will present updated proposals for how this can be achieved and the benefits that would be obtained.
