When Hawaiian Electric Company set out to secure firm, dispatchable capacity during peak hours that was both cost effective and supported the state's renewable energy target, a new solar+storage performance metric emerged. This concept, quantified as “Target Period Capacity Factor (TPCF),” entails trade-offs with an installation's levelized cost of energy and total energy output, but provides higher grid value. This quick talk will provide the audience with a clear and specific understanding of how the TPCF metric can be applied to PV + Storage projects to allow for better evaluation of a project's ability to solve key utility operational goals including the delivery of reliable, affordable and flexible energy services to their customers.

Ted Burhans

Director, Emerging Technology and Innovations

Mr. Ted Burhans is the Director of Emerging Technology and Innovations at UNS Energy, the parent company of both Tucson Electric Power and UniSource Electric. His responsibilities include oversight of the renewable energy department, including residential and non-residential distributed generation programs, as well as utility-scale planning; the residential energy efficiency and demand-side management department; and the company’s Innovation Team. Ted has been with TEP for the past 11 years, holding various positions mainly in the renewable energy department during that time. He has an M.B.A. from Ashford University and a B.S. in Engineering Management from the University of Arizona.

Scott Rackey

Director, PVS Product Development
First Solar

Scott Rackey is Director of the PV+Storage (“PVS”) Product Development team for First Solar. Reporting directly to the CTO, Mr. Rackey’s group is tasked with developing this new line of business for the company. These responsibilities include characterizing the unique value proposition offered by PVS, communicating these benefits to both partners and prospective customers, optimizing the designs of prospective PVS projects, and coordinating the technical development and commercial offering of the company’s PVS product line.

Mr. Rackey has led the development of new energy businesses for most of his career. His previous roles included VP of Business Development for GMZ Energy and OsComp Systems. Prior to that, he was the CEO of four venture-backed energy startups. As part of these efforts he raised over $20M in venture capital, negotiated several strategic partnerships and licensing agreements, built multiple technology teams, and directly contributed to the development of a number unique technologies.

Mr. Rackey holds a BS in Mechanical Engineering from Rensselaer Polytechnic Institute and an MBA from the Wharton School at the University of Pennsylvania.
