Community Choice Aggregation (CCA) is an important trend for connecting consumers with solar energy. This panel discussion will investigate successes from CCAs in California and other states, and demonstrate best practices in grid operator interaction, engaging communities, and sourcing projects.

Rachel Henderson

Manager, Executive Affairs
Smart Electric Power Alliance (SEPA)

Rachel Henderson joined the Smart Electric Power Alliance (SEPA) in 2016 as Manager of Executive Affairs. In this role, she manages the Board of Directors relations and Utility Executive Exchange Forum, an executive-level group that provides opportunities for utilities to engage with their peers on topics of distributed energy resources and the evolving utility business model. She has extensive knowledge of community choice and municipal aggregation.

Rachel was a fellow at the Clean Energy Leadership Institute (CELI) in Washington D.C., a leadership development organization dedicated to building a diverse community of professionals to advance innovative clean energy solutions. Prior to joining SEPA, she led the Project Management Office for the largest mission-supporting IT contract at the Federal Energy Regulatory Commission. She has experience conducting public health research and implementing community-based projects in Appalachia and Cape Town, South Africa. Rachel has a Bachelor of Arts in Anthropology and Global Development with a concentration in Public Health from the University of Virginia.

Nick Chaset

Chief Executive Officer
East Bay Community Energy

Nick is Chief Executive Officer of Alameda County’s new community choice energy agency, East Bay Community Energy (EBCE), which began providing services in June to businesses and municipalities in the county and 11 of its cities. Nick has been instrumental in all aspects of its formation, bringing with him over a decade of energy policy and legislative experience. Nick is also very active working on CCA issues across California as a member of the Board of the California Community Choice Association. Prior to EBCE, Nick served as Chief of Staff to Michael Picker, President of the California Public Utilities Commission and as a special advisor to Governor Jerry Brown focused on distributed energy resources. He began his career working in clean energy for Q-Cells, RenewFinancial, the California Public Utilities Commission and KEMA Consulting. Nick holds an MBA from Georgetown University and a BA in international relations from Tufts University.

Ty Daul

President
Recurrent Energy Group

Ty Daul is president of Recurrent Energy Group and vice president of the Americas for Canadian Solar’s project development business. Recurrent Energy is a wholly owned subsidiary of Canadian Solar and functions as the company’s U.S. project development arm. With more than 28 years in the power generation industry, Ty has been integrally involved in over 5 GW of operating renewable projects and 870 MW of operating gas-fired projects representing nearly $8 billion of total investment.

Most recently, Ty served as senior vice president of the Americas for SunPower’s power plant business. In addition, he served on the board of 8point3 Energy Partners, the SunPower-First Solar publicly traded yieldco. Prior to joining SunPower, Ty cofounded Element Power in 2009 and oversaw the company’s wind and solar businesses in the Americas for five years.

A seasoned leader with an ability to execute complex transactions across diverse technologies and teams, Ty’s energy industry experience also includes seven years at PPM Energy (now Iberdrola Renewables), a combined four years with Entergy’s unregulated power generation business and Newport Generation leading gas-fired generation development throughout the U.S., as well as seven years in engineering, marketing and business development roles with Westinghouse Electric’s global power generation group.

Ty sits on the board of directors of the Solar Energy Industries Association and the Wind Energy Foundation. He earned a B.S. in mechanical engineering from the University of Washington and an MBA from Texas A&M University.

Shawn Marshall

Co-founder/Executive Director
LEAN Energy US

Shawn Marshall is the founder and Executive Director of LEAN Energy US (Local Energy Aggregation Network), a non-profit organization that exists to support the expansion of clean energy community choice aggregation (CCA) nationwide. LEAN serves as a hub for CCA resources and expertise and works in partnership with a range of organizations to actively support successful CCA formation and operations. Recent work has focused in the State of California where LEAN has been involved in the creation of many of the operational CCAs and is supporting start-up of several new programs in formation. LEAN also had a hand in expanding the model in the States of New York and Illinois and is working in several other states to encourage CCA legislation and implementation.

In 2007, Shawn served on the task force that ultimately became Marin Clean Energy, the first CCA in California and the first clean energy CCA in the country. From 2009-2012, Shawn served on MCE’s Founding Board as its Vice Chair.

In addition to her work in the CCA field, Shawn served two terms on the Mill Valley City Council, as Mayor in 2008 and Vice Mayor in 2013. Prior to elected life, Shawn worked in public policy in Washington DC, ran her own consulting firm, and held management positions at the Federal Reserve Bank of San Francisco. She holds a BA from the University of California at Davis and received post graduate training at the Federal Reserve Board of Governors in Washington DC.

Jan Pepper

Peninsula Clean Energy

Jan Pepper was hired as Peninsula Clean Energy’s CEO in May 2016 as the first employee. Peninsula Clean Energy (PCE) is the default electricity provider for the unincorporated county and all 20 cities in San Mateo County, serving all businesses and residents with cleaner and greener electricity at lower rates. In its first year of operation, PCE contracted for 300 MW of new solar projects in California’s central valley. PCE has a goal of delivering 100% greenhouse gas-free electricity by 2021 and 100% renewable electricity by 2025. Jan has over 30 years of energy and utility experience, with a focus on renewable energy contracting and financing. She formerly worked at Silicon Valley Power (SVP), the municipal utility serving the City of Santa Clara and was the founder of four energy-related start-up companies, including APX and Clean Power Markets. At APX, she developed and pioneered the first use of renewable energy credits, which are now the standard currency for trading and tracking renewable power. At Clean Power Markets, her company designed and implemented the successful Solar Renewable Energy Credit (SREC) program for the State of New Jersey. Jan was elected to the city council of Los Altos in 2012 and served as Mayor from December 2014 to December 2015. She was re-elected in 2016 for a second four-year term. She served on the Board of Directors of the Bay Area Air Quality Management District from 2013 to February 2017. In 2017, Jan received the Green Power Leader of the Year Award from the US EPA and the Center for Resource Solutions for her decades of leadership and innovation in advancing renewable energy. She earned a BS in civil engineering and an MBA, both from Stanford University. Jan is a registered professional engineer in California.
