Dream Inspired Planning Made Possible Through WIOA

The Arc of Florida used a page out of the Chamber of Commerce playbook. Many local Chamber of Commerce chapters were using vision boards to assist their members and businesses in charting their future business and professional paths.

The Arc of Florida works under a purchase order from Florida Vocational Rehabilitation, VR, to provide Career Counseling Information and Referral (CCIR) training required under the Work Innovation and Opportunity Act. Each year The Arc of Florida will train approximately 2,000 individuals in sheltered workshops as well as state institutions.

Working with Johnathan Martinez, The Arc of Florida has created a curriculum entitled "Dream Inspired Planning" which encourages individuals through the use of pictures on dream boards to express the desired path for their life. The information gathered through the dream boards has prompted state officials to work with The Arc of Florida to plot a future path to employment and fulfillment of other dreams for the training participants.

The first year of CCIR training was a year of inspiration but the second year has been a call to action.

Almost all individuals have been able to express themselves through the use of pictures. The Arc of Florida takes the desired outcomes expressed through the pictures and provides the information to state VR and Agency for Persons with Disabilities personnel. State VR employees notify their local offices that a certain number of individuals will be coming for desired VR services. This sets in motion a series of steps and services which are person centered and designed by the individuals themselves.

A referral from CCIR training can allow the individual who may be a long term participant in a sheltered workshop setting to receive Discovery and Self Advocacy services funded through VR. The sheltered workshop can provide these services which are one on one and person centered and fiscally attractive to providers. There can be an employment outcome or there can be a post-secondary educational outcome for these individuals. The bottom line is that the outcome is what the individual desires and works towards.

Discovery services give VR Counselors a much better idea of what the individuals desires and better prepares the individual about the realities of certain vocational and chosen life paths.

For the first time, post-secondary education has become a reality for more individuals as Discovery introduces them to various college, vo-tech and other campuses in their communities.

An entire cycle of services has been put in place beginning with Summer Youth Pre-Employment Services at age 14 to person centered Discovery services for individuals 18 and above to post-secondary educational programs for individuals 18 and above.

Sheltered workshop providers are participating in providing new, inclusive services, which are person centered through State WIOA initiatives.

Deborah Linton has served as the Chief Executive Officer for The Arc of Florida for 12 years. Ms. Linton began her career as a Social Worker in the field of developmental disabilities 36 years ago. She has served as the Executive Director of two local chapters as well as the Assistant Director of the Arc of Florida during her 35 years with The Arc.

Kathy Clinton

Comptroller
The Arc of Florida

Ms. Kathy Clinton has served as the Comptroller for The Arc of Florida for the past 3 years. Kathy is a lead trainer for local chapters of The Arc in Florida and oversees the direct supervision of The Arc of Florida dental program which has a network of over 300 dentists.
Ms. Clinton has been an integral part of a training team which is transforming the service system for persons with I/DD in Florida.

Alisha Linton

Director of Training and Special Projects
The Arc of Florida

Alisha Linton provides training and member services for The Arc of Florida. Over the past two years Ms. Linton has been a lead trainer for Career Counseling Information and Referrals training to over 2,000 individuals with I/DD around Florida. She has also developed training programs for direct service professionals and self-advocates on topics related to competitive employment, fair housing, education, health, advocacy and community inclusion. Ms. Linton has a B.S. degree in Rehabilitation Services and started her career as a Medical Disability Examiner for the Social Security Administration. She began working in the field of I/DD by serving as a job coach and becoming a certified Employment Specialist. Her past experience also includes working as an auditor for Medicaid Program Integrity (MPI). Ms. Linton has worked with The Arc of Florida for a total of seven years.
