For more than 40 years, Congress has entrusted APHIS with the stewardship of animals covered under the Animal Welfare Act and Horse Protection Act. APHIS continues to uphold that trust, giving protection to millions of animals nationwide. APHIS provides leadership for determining standards of humane care and treatment of animals, implements those standards, and achieves compliance through inspection, education, cooperative efforts, and enforcement. This session will provide an opportunity for attendees to:

Kathy Campitelli, DVM, MPH

Veterinary Medical Officer
USDA, APHIS, Animal Care

Kathy Campitelli, DVM, MPH, is a Veterinary Medical Officer working for USDA APHIS Animal Care since 2014. She earned her DVM from The Ohio State University College of Veterinary Medicine in 2012 and worked in private practice for 2 years before joining the USDA. As a field inspector enforcing the Animal Welfare Act & Regulations, she inspects a range of facilities that use animals for research and teaching, from smaller contract labs, veterinary technician teaching programs, and biomedical firms to large institutions and universities. In addition to inspecting and enforcing, Dr. Campitelli strives to serve as a resource for the facilities she inspects, providing guidance on achieving and maintaining compliance as well as overall animal welfare in research settings. Her current assigned territory includes central and southern Ohio and central West Virginia.

Betty Goldentyer, DVM, is Director of Animal Welfare Operations for the Animal Care Program of USDA APHIS. Dr. Goldentyer has been with the Animal Care Program since its organization as a stand-alone unit in 1988. Animal Welfare Operations has a staff of 120 employees who perform compliance inspections, provide outreach and education, and address public complaints regarding humane care and use of animals used by commercial dealers, exhibitors, research facilities, and in commercial transport.
