Project Strengthening Health Systems Through Interprofessional Education (SHINE) was a five-year Centers for Disease Control and Prevention cooperative agreement implemented with multiple partner groups and designed to improve public health informatics and population health workforce capacity in state and local health departments. Project SHINE graduated 114 fellows and provided additional workforce capacity to health departments.

Debra Dekker, PhD

Director of Evaluation
NACCHO

Dr. Debra Dekker is the Director of Evaluation for NACCHO. She leads all evaluation-related activities at NACCHO and provides technical support to NACCHO staff and local health departments participating in NACCHO-sponsored activities. Technical support includes program logic model development, identification of performance measures and indicators, the creation of data collection instruments, data analysis, and reporting results of program output and reach, short-term, intermediate, and long-term outcomes. Dr. Dekker is also responsible for writing and implementing detailed performance management and evaluation plans. She is skilled in data collection methodologies including on-line surveys, facilitating focus groups and key informant interviews, and quantitative and qualitative data analytical methods. Dr. Dekker earned her Ph.D. in Industrial and Organizational Psychology from the University of Connecticut.

Laura Franzke, PhD MPH

Health Scientist (Lead)
CDC

Laura H. Franzke, PhD, MPH, is a Lead Health Scientist for CDC's Population Health Workforce Branch. She has over 20 years of experience in developing, managing, and evaluating public health community programs. Her area of expertise is community health, and she has experience leading programs related to substance abuse, HIV/AIDs, vaccine safety, informatics, and population health. Dr. Franzke has published and presented on a variety of community health topics, and has recieved awards for her contributions to public health.
