G4 - Results Based Accountability and Balanced Scorecard: Real World Examples of Different Approaches to Performance Managment

Health departments seeking Public Health Accreditation Board accreditation often struggle with how to deploy a good Public Health Performance Management System. Even departments that received accreditation were usually encouraged to work on improving their performance management systems. What exactly is a Public Health Performance Management System, and how does a department develop and use one? It’s not just software, nor is it just a set of measures. This session looks at different performance management methodologies that can be adopted and systems based on two well-established approaches: Results Based Accountability (RBA) and the Balanced Scorecard (BSC) methodology.
The Health and Human Services Agency of Yolo County, CA, (with about 600 employees) which recently received accreditation for its Community Health Branch, used the RBA approach. In this session, the agency shares some key steps in developing that system and will demonstrate how it was deployed using the InsightVision online platform. Bill Barberg, founder and president of InsightFormation, will then share how different local health departments adopted the Balanced Scorecard methodology for their performance management systems and deployed using InsightVision. Presenters will explain key concepts of both methodologies and important differences so participants can determine if either methodology might be a fit. Participants will also learn about templates and training options to help speed deployment and enhance the use of either approach.

Emily joined Yolo County in March of 2014 working in the tobacco prevention and car seat safety programs. She then began serving as the Accreditation Coordinator in August of 2014. In July of 2017, she took on a newly created agency level performance management position created to increase the diffusion of the Culture of Quality created through the accreditation efforts. She also sits on a county wide Performance Workgroup aimed to support all departments increase their performance management efforts. In November of 2017 Yolo County Community Health Branch received notice that they had received accreditation status.

Bill has consulted on performance management and strategy implementation with organizations and coalitions around the world for over 25 years, including three inductees in the Balanced Scorecard Hall of Fame. He was called a “Global Thought Leader” by James Creelman, co-author of “Doing More with Less: Measuring, Analyzing and Improving Performance in Government and Not-for-Profit Organizations.” His practice has focused on public health for nearly 10 years, and he was recruited by Ron Bialek of the Public Health Foundation to write the chapter, “Implementing Population Health Strategies” for the book, “Solving Population Health Problems through Collaboration” (Routledge 2017). Bill founded Insightformation in 1991 and led the development of the InsightVision software platform, the use of which was recognized as a Promising Practice (Weld County Public Health) and was core to the North Colorado Health Alliance receiving a “Technical Innovation in Public Health” award in the 2016 Public Health in the Rockies conference. Earlier this year, Bill received the "Health System Transformation Award" from Communities Joined in Action for his innovative work in helping communities address the oppioid crisis.
