G4 - Results Based Accountability and Balanced Scorecard: Real World Examples of Different Approaches to Performance Managment

Health departments seeking Public Health Accreditation Board accreditation often struggle with how to deploy a good Public Health Performance Management System. Even departments that received accreditation were usually encouraged to work on improving their performance management systems. What exactly is a Public Health Performance Management System, and how does a department develop and use one? It’s not just software, nor is it just a set of measures. This session looks at different performance management methodologies that can be adopted and systems based on two well-established approaches: Results Based Accountability (RBA) and the Balanced Scorecard (BSC) methodology.
The Health and Human Services Agency of Yolo County, CA, (with about 600 employees) which recently received accreditation for its Community Health Branch, used the RBA approach. In this session, the agency shares some key steps in developing that system and will demonstrate how it was deployed using the InsightVision online platform. Bill Barberg, founder and president of InsightFormation, will then share how different local health departments adopted the Balanced Scorecard methodology for their performance management systems and deployed using InsightVision. Presenters will explain key concepts of both methodologies and important differences so participants can determine if either methodology might be a fit. Participants will also learn about templates and training options to help speed deployment and enhance the use of either approach.
