C13 - In Pursuit of Changing a Health Department to a Culture of Health Equity: The Denver Public Health Story

Denver Public Health (DPH) is on the path to fully embrace the power of health equity in the design, implementation, and evaluation of our programs, policies, and practices. DPH is an innovative, nationally recognized public health department that collaborates with partners to inform, educate, offer services, and promote policy change to make Denver a healthy community for all people. In working to transform our work and our culture, DPH leadership committed to ensuring that health equity was embedded across all areas. As such, the cross-divisional and diverse Health Equity Committee was formed to identify key health equity objectives to include in our three-year strategic plan.
This interactive session will describe the methods and strategies for institutionalizing health equity within a local health department through a rigorous strategic planning process with key objectives and goals to enhance staff capability and organizational capacity to advance health equity in Denver. This session will also clearly demonstrate the power of a staff-driven committee. We will describe how this motivated team was able to positively impact the staff and leadership of a local public health department in an informative and inclusive way to advance equity. We will also describe key strategies to advance equity, including igniting leadership transformation, training and learning opportunities for all staff, community engagement, and the creation of a health equity coordinator position.

April Cech is the Administrator at Denver Public Health’s Infectious Disease Clinic, with a bachelor’s degree in marketing from MSU Denver and thirteen years of operations management experience in a not-for-profit integrated health care system. She works to advance health equity by serving as Co-chair of the DPH Health Equity Committee. April strives to encourage management and employees to recognize the value of diversity and builds an environment in which all employees are judged by their individual merit and character.

Gloria DeLoach, MA

Infant Mortality and Health Equity Program Specialist
Denver Public Health

Ms. DeLoach has a rich background in public health, nutrition, child care administration and family advocacy. She holds BS in Nutrition and Food Science, and an MA in Health and Human Services Administration. Her work has focused on bringing the needs of the community to the attention of decision makers at every level. Her passion for equity, health and fulfillment of human potential lead her to Denver Public Health as a health program specialist focused on Health Equity and Infant Mortality prevention. She is a member of the Health Equity Committee at Denver Public Health. She is also a Family Leadership Training Institute program graduate and facilitator.
