Mr. Foster has 25 years’ of experience in Environmental and Storm Water Compliance, he started his career as a laborer installing BMPs and grew into owning a BMP installation and maintenance company that eventually lead to the paperwork side of compliance and writing SWPPPs and conducting storm water inspections as a consultant to permit holders. For the last fourteen years Russell has work for permit holders leading the compliance efforts at two of the largest construction companies in the country of which for the last four years he has been the Director, Environmental Compliance for J.F. Shea Co., Inc. which includes Shea Homes, Shea Properties and JF Shea Construction which currently have operations in 16 different states, over 150 active projects 50 in California.
