This paper summarizes the approaches taken by the Nevada Department of Transportation (NDOT) for designing and implementing erosion control and revegetation projects across the State of Nevada. We discuss all aspects of the program, including baseline data collection, specifications, the Qualified Products List, and post-construction monitoring. The results of this year-long program are summarized in practical analysis of what worked and what didn't, in terms of design, process, and implementation.

Julie Etra

President
Western Botanical Services Inc

Ms. Etra specializes in developing erosion control and revegetation specifications and plans emphasizing biotechnology. Other skills include wildlife habitat restoration; botanical surveys (rare plants, weeds, and management plans); wetland delineations; soil sampling and analysis; and crop management. She has over 32 years of experience in the Sierra, Lake Tahoe Basin, the Great Basin, and Mexico She has been responsible for successful design and implementation of over 70 erosion control and revegetation projects and numerous vegetation and soil surveys. In addition to preparation of construction drawings and specifications, she has conducted baseline surveys, overseen construction and maintenance, and conducted post-construction monitoring to document compliance with performance standards. Her erosion control recommendations have been incorporated into local agency handbooks and guidelines. Julie has received 14 Tahoe Regional Planning Agency Best of Basin awards in Lake Tahoe and in Washoe County.
She is bilingual and teaches technical aspects of erosion control in Spanish. Julie and her husband have a home in Huatulco, Oaxaca Mexico, from where she participates and leads local workshops focused on the use of Vetiver for erosion control.

Kristin Kuyper

Biology Program Manager
EM Strategies Inc.

Ms. Kuyper is a Senior Environmental Specialist and the Biology Program Manager at Enviroscientists. She has ten years of experience as an environmental consultant and nine years managing projects for the State of Nevada and a nonprofit. Ms. Kuyper has demonstrated success in proposal writing, project management and administration, field data collection and analysis, and report production. As a consultant, Ms. Kuyper planned, managed, and conducted botanical and wildlife field surveys (baseline, monitoring, special status species, noxious weed, and reclamation release) throughout Nevada and California. She is certified as a Nevada Conservation Credit System Verifier by the Sagebrush Ecosystem Technical Team (SETT). In addition to biological surveys, she has worked on ecological restoration, water quality, low impact development, and energy efficiency projects.

Ms. Kuyper has also prepared numerous documents for the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA), Biological Assessments (BAs) for the United States Fish and Wildlife Service (USFWS) Section 7 and 10 consultations, Biological Evaluations (BEs), and “Waters of the U.S.” (WoUS) assessments. As a Certified Professional in Erosion and Sediment Control (CPESC), Ms. Kuyper has been an inspector on revegetation and restoration projects with Western Botanical Services Inc. Her program management responsibilities include the coordination and supervision of biological field work through Enviroscientists’ staff and subcontractors.
