This course will identify the responsibilities of Municipal Separate Storm Sewer Systems (MS4's) and permitted Operators in regard to Stormwater Permits. Additionally, the course will identify and discuss concepts, strategies and methodology to improve communication and conflict resolution between the regulators and the regulated relating to stormwater permits.

Phil is a native of San Antonio, Texas. Phil has been an IECA member since 2003 and has recently completed serving two terms as President of the IECA Board of Directors. Additionally, Phil has been President for two terms for the South Central Chapter of the IECA and is the current Chapter President. Attended San Antonio College receiving an Associate of Applied Science Degree in Public Administration, attended the University of Texas at San Antonio with course work in Political Science and has a Certificate in Leadership from Rice University- Jones Graduate School of Management. Prior to1997, worked for engineering consultants in the construction management and environmental engineering fields for fifteen years prior to his tenure with the San Antonio Water System (SAWS). From 1999 to 2014, Phil held the position of Construction Compliance Supervisor, managing the construction compliance of the San Antonio Storm Water Management Plan assuring compliance with NPDES and TPDES permit requirements as well as state and local water quality requirements and regulations. Phil retired from SAWS in 2014. Currently he is the South Texas Regional Manager for Stormcon, LLC, a stormwater consultant.

* USEPA 2003 National Second Place Clean Water Act Recognition Award for Storm Water Excellence-Municipal Program
* 2005 International Erosion Control Association, Environmental Achievement Award for the San Antonio Water System Regulatory Storm Water Management Program

IECA Awards
Multiple, various Chapter Awards and additionally, the IECA Rick Granard Chapter Excellence Award for the South Central Chapter of IECA under Phil’s leadership
