Implementing a stellar sediment and erosion control program clearly leads to better water quality and is for some jurisdictions, a delegated responsibility. The City of Rockville strives for a highly successful Sediment and Erosion Control (SEC) program to 1) to maintain the administration authority delegated by Maryland, which allows the City more local control of development and 2) control construction site stormwater runoff as this is an essential element of the City’s Phase II NPDES permit. This presentation highlights key aspects of the City’s permitting and plan review process, boots-on-the-ground inspection protocol and the tools associated with it, enforcement program, as well as compliance resolution procedures.

Senior Sediment & Erosion Control Inspector
City of Rockville

Dylan works for the City of Rockville, Maryland as the Senior Sediment & Erosion Control Inspector under the the City's Department of Public Works, Environmental Management Division. His main duties include performing sediment and erosion control compliance inspections for single family home construciton, commercial/mixed use building, capital improvement projects, utility work and stream restoration / stormwater management projects. He ensures that all projects within the City's jurisdiction are compliant with the Maryland Department of the Environment regulations for soil erosion and sediment control. Concurrently he has been the 2016, 2017 and 2018 Mid-Atlantic Chapter (MAC) IECA President and the current President of the Chapter Presidents Council. Dylan holds a bachelors degree in Enviornmental Geoscience from Slippery Rock University and obtained his Certified Professional in Erosion and Sediement Control (CPESC) in 2015.
