Chief of Stormwater
California EPA/Santa Ana Regional Water Quality Control Board
Adam Fischer is the Chief of the Inland Storm Water Unit at the Santa Ana Regional Water Quality Control Board in Riverside. Mr. Fischer has over 25 years of experience working in regulatory environments in various local, state, and federal agencies. He has worked for the Board for over 17 years with most of that time spent on Clean Water Act Section 401 Water Quality Standards Certification applications and enforcing MS4 permits and the statewide industrial and construction general permits. Mr. Fischer holds a BS in environmental science from UC Riverside, a Masters of Environmental Science and Management from the Bren School at UC Santa Barbara, and a Masters of Civil Engineering from Norwich University in Vermont.
Building Industry Legal Defense Foundation
Shanda Beltran is the General Counsel for the Building Industry Legal Defense Foundation, Inc.
Ms. Beltran has more than 20 years’ experience in the areas of land use, natural resources, and environmental law, and joined BILD Foundation in 2013. BILD is the premier legal advocate for the building and construction industry in California. Formed 30 years ago by the Building Industry Association of Southern California (BIASC), BILD’s purposes are: to initiate or support litigation or agency action designed to improve the business climate for the building industry; to monitor legal developments and legislation critical to the building industry; and to educate the industry, public officials, and the public of legal and policy issues critical to sustaining the building industry.
BILD does its advocacy work on a local, regional, statewide, and national level. The issues that Ms. Beltran are involved with on a regular basis include: excessive development fees; abuse of the California Environmental Quality Act and other environmental laws such as the Global Warming Solutions Act, Endangered Species Act, Clean Water Act, Clean Air Act; imposition of restrictive local growth control measures (i.e., ballot box zoning); construction defect regulation; water supply controls; labor laws; and affordable housing restrictions.
Ms. Beltran oversees all legal and advocacy work for BILD including acting as in-house counsel and managing all outside counsel and contractors. Additionally, Ms. Beltran manages all corporate affairs for BILD, acts as administrator for the Board of Directors, executes all BILD’s legal seminars, and regularly co-hosts legal seminars with the California Building Industry Association (CBIA).
Ms. Beltran received her J.D. from the University of Texas School of Law in 1997, serving as executive editor of the Texas International Law Journal. In 1994, she received her B.A., graduating cum laude, from the University of Texas at Austin.

Nick Branum began working in the industry as an Environmental Consultant for Water Quality and Erosion Control of Tennessee. His primary focus was to provide stormwater management solutions that achieved regulatory compliance while incorporating a positive economic, social, and environmental value for construction clients. His areas of expertise include construction and post-construction stormwater management, LID solutions, regulatory stormwater and safety compliance and general contract administration. Nick is dedicated to protecting and enhancing the state's water quality and embraces his unique opportunity to provide a positive impact in water quality as a Land Developer in the booming construction market of Nashville, Tennessee. He earned his Bachelors of Integreated Studies degree with concentrations in Geology and Political Science from, The University of Tennesse at Chattanooga (2013). Nick is also a Level 2 Erosion Prevetion and Sediment Control Certified Professional in the State of Tennessee.
