A Way Forward: Turbidity, Construction Stormwater, and Passive Treatment

This will be a course on what should be the next big step for sediment and turbidity control at construction sites. Dischargers are held to a turbidity standard but not provided with appropriate tools to manage it. Passive treatment could be the solution we have been looking for. Come learn about what is possible and join the push to provide construction stormwater managers with the tool needed for success.

Participants will learn about construction storm water regulations, sediment transport, stream health, turbidity measurement and control, and NPDES compliance through both classroom and hands on activities. The classroom presentation will focus on current and future construction storm water regulations, tools and methods to achieve compliance, potential changes in the upcoming draft CA Construction General Permit for Storm Water, and the resulting impacts for dischargers. The hands on portion will allow class participants to conduct a jar test, beginning with samples of varying turbidity, dosing with polyacrylamide, and developing a treatment curve to understand the necessary application rate for effective runoff treatment.

Dave Mercier, Project Manager with Michael Baker International, is a Professional Engineer and CASQA Trainer of Record with a variety of surface water management experience, concentrating on water quality and flood control. Dating back to the development of the current CGP, his past several years of effort have been focused on construction stormwater. Using inspection and SWPPP development experience, he provides clients with CGP interpretation, understanding of risk, and implementation guidance in a program management role. He advises project owners from many industries, with emphasis on home builders and utilities.

Tanya Bilezikjian is a project manager and California registered civil engineer with 15 years’ experience in the water quality field. She is also a Qualified SWPPP Developer and Practitioner, as well as a Qualified Industrial Stormwater Practitioner. She worked at the Regional Water quality Control Board for four years, then moved into consulting, and has worked in Surface Water at Michael Baker International since 2005.
