This is a light-hearted approach to a big problem. Enforcement isn't easy and we aren't talking about it. There are many places in the permitting process for balls to be dropped and champions to be born. This is an opportunity for the enforcement community to ask others wearing the same shoes how they got to their biggest accomplishments and how to avoid embarrassing failures. Learning form each other is key. EPA audits, poor design and contractor relationships are just a few topics to lead the discussion.

Kellie Herman

Stormwater Technician
City of Springfield

Kellie Herman is a river lover who does construction inspection for the City of Springfield in her free time. She has a Professional Science Masters from Missouri State University and is a completely self taught regulatory translator and construction project counselor. She enjoys enforcing tree preservation, tracking corrective actions and visiting with US Fish and Wildlife about bat habitat preservation. Surviving an EPA audit is her most current accomplishment. Her greatest goal in life is to one day see designers, contractors and regulators agreeing on the highest performing and most cost effective BMP designs.

Sarah E. Davis

Stormwater Technician
City of Springfield

Sarah is a Stormwater Technician for the City of Springfield, Missouri, where she reviews plans for new development and conducts compliance inspections. Her education background is in environmental science and biology, and she is a certified erosion, sediment and stormwater inspector (CESSWI). In 2016, she won a Choose Environmental Excellence Award from the Tree City USA Citizen Advisory Committee for her work in promoting tree preservation on private development projects. She loves hiking, being outdoors, and making a difference in the water quality of the Ozarks.
