Improving the energy performance America’s homes will not only improve the health and comfort of those living there, but will add to public policy goals of grid reliability, job creation, pollution reduction, national security, and improved housing stock. These are bi-partisan issues that deserve bi-partisan policies. This panel will explore the types of policy and policymaker such as Investor-owned Utility Policies focused on public utility commissions, federal legislative policy focused on the U.S. Congress/Executive, or state legislative policy focused on the State Legislature/Governor.

A nationally recognized, award-winning expert in regulatory policy analysis and advocacy, Pat Stanton works tirelessly to improve public policies related to energy efficiency, renewable energy, and the full range of demand resources. Among other initiatives she is leading the Faces of EE campaign. Prior to E4TheFuture she served as policy advocacy lead at CSG (2003-2015) and led a consulting service for Clean Energy Markets participants. Before CSG, she was Deputy Commissioner at Massachusetts Dept. of Energy Resources (DOER). She was Assistant Commissioner of Waste Prevention at Massachusetts Dept. of Environmental Protection (DEP) where she contributed award-winning program design, and was a director of DEP’s Division of Water Supply. Pat earned master’s degrees from Harvard University’s JFK School of Government (Public Administration) and MIT (Civil Engineering). She is also a power knitter and a cyclist in the American Lung Association’s Trek Across Maine the past few years.

Lizzie Bunnen is the Director of Government Affairs at AnnDyl Policy Group and has over eight years of experience working with clients in energy and environmental industries. Lizzie helps manage and execute a wide array of energy efficiency and clean energy advocacy campaigns, directly engaging with Members of Congress and their staff, advancing stakeholder engagement, and facilitating strategic coalition building. She has analyzed and advocated for authorizations, appropriations, tax policy, and regulations with impacts on the energy efficiency industry, and has forged relationships in Congress and with key industry stakeholders. Lizzie has helped direct a number of lobby days for clients and coalitions in the energy efficiency industry, including the Home Star Coalition, the Demand Response Smart Grid Coalition, and Efficiency First.
Prior to her work at AnnDyl, Lizzie also served as a Program Associate for the National Home Performance Council (NHPC), a non-profit organization committed to advancing residential energy efficiency across the country. During her time at NHPC she managed media relations efforts and supported policy analysis, policymaker education, and outreach initiatives aimed at advancing policies to increase home energy performance.
Aside from her advocacy work, Lizzie also has also spent time in the communications industry, with experience in political media buying and communications support for the federal government. She also worked on environmental and climate change issues for Environmental Resources Management, a multi-national environmental consulting firm in Washington, D.C.
Lizzie holds a Master’s degree in Political Management from the George Washington University and a dual Bachelor’s degree in Political Science and Environmental Science from the University of Miami in Florida.

Ryan Miller is the Founder & Executive Director of the North Carolina Building Performance Association (NCBPA), a 501(c)(6) not-for-profit trade association that he founded in February of 2014 to represent the state’s home and building performance industry. As Executive Director, Ryan’s work includes leading the association’s development and delivery of programs, services and benefits to members and the greater industry at-large. Following the successful formation of the Georgia Building Performance Association in 2015, Ryan and NCBPA are now setting up a third Building Performance Association in South Carolina.
