Home performance contractors and practitioners may know what is needed to help advance their industry but they may be too busy doing their jobs to engage enacting policy change. However, there are meaningful ways of ensuring that your voice is heard without taking significant time away from your business. Time is money, but your voice is powerful. This session will inform you of ways that the home performance community is mobilizing and maximizing the voices of home performance professionals around the country.

Kara Saul Rinaldi

Vice President of Government Affairs & Policy
Home Performance Coalition

As the Vice President of Government Affairs and Policy of the Home Performance Coalition, Kara Saul Rinaldi works to educate state and federal policymakers and regulators about residential energy efficiency and whole home energy efficiency policy initiatives including leading its work on energy efficiency and the clean air act, advancing the smart home, and reforming cost-effectiveness testing. A leading energy and climate policy expert, Kara has directed national policy, communications, and grassroots campaigns spearheading education efforts with the Administration and Congress on tax, appropriations, and authorization issues for national and international NGOs and corporations. Prior to working with HPC, Kara was the climate and energy policy lead at Environmental Resources Management, Director of Government and Public Affairs for Owens Corning, Senior Director of Policy for the Alliance to Save Energy and a legislative and communications advocate on the Climate Change Campaign at World Wildlife Fund and worked in the offices of Rep. Lynn C. Woolsey (D-Calif.) and Sen. Barbara Boxer (D-Calif.).

Pat Stanton

E4TheFuture

A nationally recognized, award-winning expert in regulatory policy analysis and advocacy, Pat Stanton works tirelessly to improve public policies related to energy efficiency, renewable energy, and the full range of demand resources. Among other initiatives she is leading the Faces of EE campaign. Prior to E4TheFuture she served as policy advocacy lead at CSG (2003-2015) and led a consulting service for Clean Energy Markets participants. Before CSG, she was Deputy Commissioner at Massachusetts Dept. of Energy Resources (DOER). She was Assistant Commissioner of Waste Prevention at Massachusetts Dept. of Environmental Protection (DEP) where she contributed award-winning program design, and was a director of DEP’s Division of Water Supply. Pat earned master’s degrees from Harvard University’s JFK School of Government (Public Administration) and MIT (Civil Engineering). She is also a power knitter and a cyclist in the American Lung Association’s Trek Across Maine the past few years.

Tom Carter

Executive Director
Efficiency First

Tom Carter is the Executive Director of Efficiency First, the national association for the building performance industry. He is an expert in federal and state government affairs with an emphasis on clean energy, climate change, sustainability, and environmental regulation and legislation. In over two decades of public policy work in in Washington, DC, he has served in executive positions for trade associations and clean energy companies. His work includes advocacy and building sustainability programs. He has also taught university classes in environmental law and policy and related topics. Tom’s non-professional interests include cycling, music, and outdoor adventures. He earned a Juris Doctor degree and a Bachelor of Science from the University of North Carolina.

Brian Toll founded ecobeco in 2008 to focus on helping consumers adopt energy-efficiency solutions. Brian is a member of the ASHRAE 62.2 Indoor Air Quality Subcommittee. Brian is currently Chair of the Maryland Building Performance Association (formerly Efficiency First Maryland). Brian has an MBA from MIT Sloan and a Bachelors in Economics from the University of Pennsylvania.
