QCI - Perspectives from the Process and a Look Into the Future

This session will examine the QCI perspective by looking at the process through different lenses. What does the process look like to the QCI in the field performing inspections? To those responsible for training the QCIs? To contractor or crews performing the work? To the state or sub-grantee WAP managers responsible for ensuring it all falls into place? To the energy auditor and their assessment of the dwelling? And finally - the big one - what does the process look like to DOE during monitoring visits? This session will attempt to look through all of these lenses. This session will also look into the future of the EA and QCI certifications to see what changes DOE has in mind and what those changes might look like.

Energy Services Director

Ray Judy is the Energy Services Director for the National Association for State Community Services Programs (NASCSP). Ray has over 30 years of experience in the Weatherization Assistance Program (WAP) and has worked in nearly every position from crew member to WAP Grantee Program Manager. Ray’s current role at NASCSP involves developing and providing T&TA for WAP Grantees and Sub-grantees, working with the Department of Energy (DOE) to promote and strengthen the WAP, and addressing legislative issues related to the WAP on Capitol Hill.

Steve Luxton

Executive Director
Energy Coordinating Agency (ECA)

Steve Luxton is the Executive Director of the Energy Coordinating Agency
Steve has been in the energy efficiency industry for over 20 years. He originally hails from Canada, where rumor has it, cold weather was first created.
He has worked in numerous energy efficiency programs as a program manager, Technical Director and currently as Executive Director at ECA in Philadelphia. He also co-developed a national energy audit software program as well as serving as a National Training Director.
Additionally Steve has co-authored a residential energy efficiency manual, “Empowering Energy Savings Nationwide” and appeared on both CBS Early Show and ABC’s Good Morning America as an “energy expert”, providing information on how homeowners can save energy in their homes.
Steve firmly believes that the energy efficiency is our nation’s largest resource.
