Driving Efficiency Improvements with Mortgage Lending and Low-Risk Savings Programs

Up-front cost is a huge barrier for homeowners and homebuyers looking to make home energy improvements. Through Fannie Mae and Freddie Mac’s new Duty to Serve plans, both organizations will undertake analysis and conduct pilots to assess the potential of new lending practices to more systematically address energy efficiency in mortgage lending. Other programs use guaranteed savings to help homeowners afford the cost of retrofits. These programs use the Pay As You Save(R) (PAYS(R)) system and the related Home Energy Lending (HELP) system, which leverage on-bill financing, advanced energy modeling, pay for performance, and quality management processes to eliminate upfront costs and get more people to benefit from energy savings. In this session, you’ll learn about innovative new approaches that Fannie and Freddie are exploring to incentivize energy efficiency and enable energy financing through mortgage lending, as well as all the essential ingredients of the PAYS (R) and HELP programs

Patty Kappaz has supported energy efficiency and renewable energy programs at the U.S. Department of Energy since 2001. For the past 6 years she has worked on the Home Energy Score, where she focuses on state and local government engagement, financing, and real estate integration, and serves as CSRA’s overall project manager for this effort. Before that, she spent four years with the Solar America Cities program, where she led outreach efforts and provided support to local governments throughout the country with the aim of reducing market barriers to PV adoption.

Rita Ballesteros

Senior Product Manager – Affordable Housing and Duty to Serve Initiatives
Fannie Mae

Rita has over 25 years of experience in the financial services industry and management consulting working on strategies, business planning, policy development, technology implementation, marketing, and process change. Currently, she manages Fannie Mae's Single Family Affordable Housing Preservation initiatives under the Duty to Serve market plan, of which key components include support for energy and water efficiency improvements on residential properties, shared equity homeownership, and rehabilitation of distressed properties. Additionally her work encompasses other efforts under single family energy financing.

Rita holds a bachelor’s degree in Urban Studies from Brown University and an MBA from Georgetown University.

Joan Glickman

Acting Program Manager, Residential Buildings Integration
U.S. Department of Energy

Joan Glickman is the Acting Program Manager of Residential Buildings Integration at the U.S. Department of Energy. She previously managed the Energy Department's Home Energy Score and Home Energy Information Accelerator programs, which aim to provide consumers with a better understanding of homes' energy performance. Joan coordinates residential energy efficiency programs and works with stakeholders at the national and local levels to ensure that information is reliable as well as compelling, with the goal of encouraging investment in improving the efficiency of our nation's housing stock. She joined the Department's Office of Energy Efficiency and Renewable Energy in 1997 and has held a variety of positions there including Deputy Director of the Federal Energy Management Program.

Johnnie Lacaze


Johnnie has worked in the world of EE retrofits since 2007 and in 2014 co-founded EEtility to help bring EE opportunities to the demographic of people who tend to need it the most. Johnnie's specialty lies in mentoring and providing Quality Assurance for EE program installers, auditors and EE vendors.

Ryan Moore

Director of Client Engagement
OptiMiser LLC

Ryan Moore is the Director of Client Engagement for OptiMiser. He grew up in Maine and returned there in 2010. He started working with the OptiMiser team while living in Colorado in 2008 and now works on building and maintaining partnerships with programs and contractors. Ryan loves how OptiMiser keeps the focus on the people making energy performance decisions. Ryan was a science geek from early on, focusing on forest ecology as an undergraduate at the University of Maine at Farmington. While there, he got involved in a LEED project and was hooked on building energy efficiency. Ryan's other interests include international environmental policy and international political economy. He has a Master's degree in International Studies from the University of Denver's Graduate School of International Studies (now the Korbel School).

Daniel Ticona

Affordable Lending Policy and Strategy Manager
Freddie Mac

Dan Ticona manages affordable lending strategy and policy within Freddie Mac’s Single-Family Business. He is responsible for the design and execution of Single-Family activities related to affordable housing preservation under Freddie Mac’s Duty to Serve plan, which focuses on addressing the needs of underserved markets with expanded access to manufactured housing, rural housing and affordable housing preservation. His responsibilities include management of strategic initiatives and market outreach as well as the design of affordable housing policy, programs and products.

Since joining Freddie Mac in 2011, Ticona has held positions in customer-facing roles, strategic initiatives and in Single-Family servicing. Prior to Freddie Mac, he spent 8 years at Fannie Mae where he held positions in change management, enterprise risk and sales.
